The SC Budget and Control Board, Office of Research and Statistics (ORS) is a nationally recognized state government agency, known for its reputation for unparalleled data stewardship and the most complete health and human services data capability in the United States.

The ORS, an entity with no regulatory functions in South Carolina state government, is the central setting housing healthcare data, human services data, education, law enforcement, public safety data and numerous other administrative databases. The ORS, those state agencies, and other organizations recognized the need for program evaluation and outcomes that encompassed information from other systems. The need to better understand disparities that exist in health, education, law enforcement and social services was also a driving force to integrate data from these systems, resulting in the South Carolina Data Warehouse. These data serve as the foundation for most projects and initiatives.

We develop many kinds of web applications from simple, form-based to complex online-offline desktop applications. We use rspec for testing, git for source-control and capistrano or vlad for deployment. The servers run nginx and thin on CentOS.

A glimpse at projects currently in development and/or production:
•Scores Application for delivery of PACT and HSAP scores to individual schools in the state.
•Statewide Case Management System encompassing 13 Regional Community Long Term Care Programs
•Technical Assistance and Development Project for an Electronic System of Data Collection and Authentic Assessment for Infant and Toddlers
•A systems change in the access to and delivery of substance abuse and mental health treatment for adolescents and their families.

ABOUT YOU:
•Ruby on Rails experience is preferred but Java or OO experience is acceptable
•Minimum high school diploma and 2 years experience in computer system development and modification.

YOU WILL BE:
•The lead on smaller projects and a participant in the larger ones.
•Working with clients to design, develop, and implement cutting-edge, dynamic, data-driven online/offline desktop/web-crossover applications based on their needs and specifications
•Developing training materials and performing training sessions in various technical areas.
•Serving as a technical resource and advisor to upper management.
